Despite my constant joking about the Shadowy Figure being Homsar (wait, has it been constant, or have I just imagined that part?), I believe the man in the shadows is none other than Coach Z. It all adds up—that seemingly backwise cap brim, his long feet, and his speech sound file "zsabre". While Homsar would make for a great expectation subversion, Coach Z is already a bit of an expectation subversion in that he's always been the creepy yet harmless janitor/rapper, so the reveal of him as the villainous mastermind would be humorously ironic in the same vein as Homsar. I doubt the Coach Z-esque head shape is just a coincidence or a red herring. If they wanted his silhouette to be a red herring, they probably would've made it look like a more villainous character (Strong Sad or the King of Town maybe) or something entirely unfamiliar.
By the way, if you're wondering where all this Homsar nonsense comes from: I came up with an idea for the final boss battle many years ago. Stinkoman (powered-up and muscular, or maybe in some giant robot suit or spaceship) would face off against the Shadowy Figure once and for all in a crazy battle with all types of new gameplay mechanics. An epic orchestral remix of the original Stinkoman Rad Racer theme would play, with a chanting choir and the whole deal. Once you beat the Shadowy Figure, a long cinematic cutscene would reveal him to be Homsar. He'd spout some non-sequitur as phase two of the boss battle begins: this time, it's just Stinkoman vs. Homsar. No muscles, spaceships, or robot suits. The orchestral remix would be replaced with the standard boss theme. This abrupt shift back to standard gameplay and audio would somehow make the battle feel more personal, more familiar, and even more intense—it feels as if you are hearing the usual boss theme for the last time, signaling that this is indeed the end of the game, the final confrontation, the true end boss. I doubt we'll get anything that epic, and it's not that good of an idea in the first place (like I said, I came up with this concept years ago). Still holding out hope, though. One day, Homsar will exact his revenge... one day.

So basically, I agree with you: especially given the name of the sound file, it's probably Coach Z. Man, Z Sabre is a cool name. The other theory I like to entertain is that the Shadowy Figure is simply the Shadowy Figure. Like, that's the whole character—he doesn't have an unsilhouetted form, he is a silhouette, made of evil and darkness and stuff. The joke, I guess, being that the whole character and all the mystery surrounding him is kind of a red herring. He's just Generic Boss Bad Guy.
It sounds a little more boring written down than it did in my head. Yeah, I hope he's Coach Z.
